The A.TR certificate
It does not cover most food
A.TR proves free circulation inside the customs union and clears industrial and processed agricultural goods of duty. Olive oil, hazelnuts, dried fruit and basic agricultural produce sit outside it — relying on A.TR for a food shipment produces a duty bill nobody budgeted for.
